Kementerian Energi Sumber Daya Mineral memperkirakan produksi batu bara Indonesia pada 2014 mencapai 368 juta ton. Sekitar 25,9 persen atau 95,5 juta ton diantaranya akan dialokasikan untuk kebutuhan batu bara domestik.
Hal tersebut diatur dalam Keputusan Menteri ESDM nomor 2901 K/30/MEM/2013 Tentang Penetapan Kebutuhan dan Presentase Minimal Penjualan Batubara Untuk Kepentingan Dalam Negeri Tahun 2014. Keputusan itu ditanda tangan Menteri ESDM tanggal 30 Juli 2013 dan dimuat di situ kementerian ESDM awal Agustus ini.
Kebutuhan batu bara domestik akan dialokasikan terbesar untuk perusahaan listrik plat merah, PT PLN (Persero) sebesar 57,4 juta ton kemudian disusul untuk pembangkit listrik swasta (Independent Power Producer/IPP) 19,91 juta ton dan kebutuhan industri semen sebesar 9,8 juta ton.
Pasokan batu bara domestik akan dipasok dari 50 perusahaan pemegang Perjanjian Karya Pengusahaan Pertambangan Batubara, satu BUMN dan 34 perusahaan pemegang Izin Usaha Pertambangan batubara. Berikut rinciannya (dalam satuan ton):
